Galliani asks league to postpone Milan's match

MILAN (AP) -AC Milan vice president Adriano Galliani is asking league officials to postpone Sunday night's Serie A match with Napoli because of the adverse weather conditions affecting northern Italy.
Milan missed the chance to go above Juventus at the top of the Serie A standings after losing 2-0 at Lazio on Wednesday.
Juventus' game at Parma on Tuesday was postponed due to snow, as were three of Wednesday's games: Atalanta vs. Genoa; Bologna vs. Fiorentina; and Siena vs. Catania.
"All the weather forecasts for the next few days predict hazardous weather conditions, the likes of which have not been seen in Milan for 27 years," Galliani wrote in an open letter to league president Maurizio Beretta. "In these conditions I strongly believe that playing a game ... would be very much more than unsuitable.
"The really extreme conditions which everyone is predicting, lead me to ask you to postpone the match to a date when it will be possible to play a normal game."
Inter Milan's game at San Siro against Palermo went ahead midweek - albeit with the lines painted pink - and president Massimo Moratti claims that had a direct impact on the 4-4 result.
"The pitch was better than it has been at other times," Moratti said. "It was a bit of a crazy game, one to remember. The weather certainly influenced it and the result was spectacular for those who don't support Palermo or Inter."
Inter faces another match in icy conditions away at Roma on Saturday and the region's vice president for sport has already called for the game to be postponed with temperatures below freezing predicted on Saturday.
More of a worry to the Inter fans will be the fitness of playmaker Wesley Sneijder, who limped off against Palermo. Moratti admitted he was worried about the Dutch star on Thursday, but Sneijder wrote on Twitter that the injury is not serious and he hopes to play against Roma.
Juventus could move four points clear when it hosts Siena and it will be somewhat of a new-look team that takes to the pitch on Sunday.
Marco Borriello has already played two games for the Bianconeri, but fellow new signings Martin Caceres and Simone Padoin could make their debuts.
Udinese is currently three points behind Juve, albeit having played a game more, and it will be looking to keep in touch with the leader when it travels to Fiorentina.
Elsewhere, rock-bottom Novara will hope to give itself a fighting chance of escaping relegation when it faces Cagliari. The other two teams in the drop zone, Lecce and Cesena, are level on 16 points, three from safety.
Lecce hosts Bologna and Cesena Catania, with both teams looking nervously over their shoulders at the bottom three.

Middle East turmoil draws Turkey and Iraqi Kurds closer (Reuters)
ARBIL, Iraq (Reuters) ? Upheaval in the Middle East and mutual economic interests are drawing together two unlikely partners; rising powerhouse Turkey and an entity whose name Turkish leaders hardly dare mention - Kurdistan, the semi-autonomous region of northern Iraq.
Ankara has developed solid political and trade ties with Iraq's Kurds, as its foreign policy of "zero problems with the neighbors" unravels due to the uprising in Syria, tensions with Baghdad and rivalry with Iran.
Iraqi Kurdish leaders also recognize that in an unstable region and with sectarian conflict threatening to upset the delicate political balance in Baghdad, their landlocked, oil producing territory needs an ally among its neighbors.
Turkey, with one of the fastest growing economies in the world, could be their best bet.
"We can call it a key relationship because Turkey has an important status because of its location and because of the role that it plays in the international community," said Falah Mustafa Bakir, the head of the Department of Foreign Relations of the Kurdistan Regional Government (KRG).
"Turkey is a major partner for Iraq as a whole, but also for the Kurdistan region in terms of commerce and trade," he told Reuters in a recent interview. "I am sure Turkey would have a good opportunity to be a major or main partner with the KRG, but also with Iraq."
But big issues remain, not least the presence in northern Iraq of the Kurdistan Workers Party (PKK), a militant group whose 27-year armed campaign for Kurdish self-rule in Turkey has claimed the lives of 40,000 rebels, soldiers and civilians.
Turkish leaders are also reluctant to see the emergence of a Kurdish state in northern Iraq, fearing this could rouse the already restless Kurds just across the border in Turkey.
In a landmark visit to the region last year, Turkish Prime Minister Tayyip Erdogan repeatedly referred to the "Kurdish administration," but never once used the word Kurdistan.
PIPELINE DIPLOMACY
Victims of massacres and chemical weapons attacks, Iraq's Kurds rose up against Saddam Hussein during the 1991 Gulf War and broke free from Baghdad-rule. The 2003 U.S.-led invasion then toppled the dictator and led to a constitution that recognized the Kurds' hard-won de facto autonomy.
Once the poorest region of Iraq, Kurdistan is now its most prosperous, insulated from the insurgency and sectarian violence in the south by its mountains and stable government.
For now the region largely depends on receiving 17 percent of the national budget, but the regional government estimates there are about 45 billion barrels of oil reserves in the north, most of it as yet untapped.
Oil majors, analysts say, are expected to follow the lead of Exxon Mobil and sign exploration and production deals with the regional government. This should help to raise production, estimated to reach 175,000 barrels per day this year, to 1 million bpd by 2015.
Kurdish oil exports are pumped into the Iraqi national pipeline system, but relations between the Kurds and Baghdad have been dogged for years by rows over late payments for crude, the legality of the regional government's oil deals and disputed territory.
Add to that the traditional distrust of Baghdad following Saddam's atrocities, the present political infighting in the capital and risk of renewed sectarian violence, and the Kurds feel they are right to look after their own interests.
That means the regional government becoming less reliant on Baghdad.
One pipeline pumping about 60,000 bpd already feeds directly from Kurdistan's Tawke oilfield into the main pipeline to the Turkish port of Ceyhan, and more are due to follow.
"Turkey is our port to Europe and the West," said a regional government official who declined to be named. "It is a member of NATO, and one day could join the European Union. It is a much better option than Baghdad or Iran."
With an economy growing at 8 percent last year, Turkey is hungry for energy and values a fast-growing market on its doorstep where it can sell its manufactured goods.
From the construction firms putting up new five-star hotels to accommodate Western oil executives flocking to the region, to banks, retailers and restaurants, more than half the foreign companies in Iraqi Kurdistan are Turkish. About 80 percent of goods sold in the region are made in Turkey.
Iraq as a whole is now Turkey's second biggest export market after Germany, selling more than $8 billion of goods last year. But according to Turkish Economy Minister Zafer Caglayan, about 70 percent of Turkey's exports to Iraq are to the north.
If the Kurdistan region were a country it would still be Turkey's eighth biggest export market.
A war of words between Erdogan and Iraqi Prime Minister Nuri al-Maliki has also drawn Turkey closer to the Kurds. Erdogan has warned that Turkey would not remain silent if a sectarian conflict erupts in Iraq. Maliki has accused Erdogan of meddling.
Turkey has heavily courted the Kurds, along with Iraq's Sunni Arab parties in recent years, analysts said, but Maliki and Shi'ite parties remain allied to Iran.
STRATEGIC ALLIANCE
Involving Turkey in the economy of Iraqi Kurdistan may not be enough to ensure Ankara's enduring support, particularly while its soldiers are being killed by PKK militants whose leaders are based in the mountains of northern Iraq.
"For 30 years, we have paid a very heavy price for the terror directed here because of the lack of authority in Iraq, especially northern Iraq," Erdogan told his parliamentary deputies on Tuesday. Turkey, the United States and the European Union all classify the PKK as a terrorist organization.
Turkey has staged 28 operations into northern Iraq in pursuit of the PKK in the last 20 years, Kurdish officials said, so it is in the regional government's interests to help solve the problem if it is to seek closer ties with Turkey.
The regional government, made up of pro-Western conservative parties led by landowners, has little natural sympathy with the PKK, a group with Marxist roots.
But a military move against the Turkish Kurd militants by the regional government's forces would be extremely unpopular with Iraqi Kurds, and in any case when the two sides have clashed in the past the PKK have generally come out on top.
While Erdogan has granted some Kurdish language and cultural rights in Turkey to try to de-link the "Kurdish problem" from the "terrorism problem," secret peace talks between the Turkish state and the PKK broke down last year, Turkish media said.
Masoud Barzani, the regional president, and the government are working behind the scenes to bring the two sides back to negotiations, said a second official who declined to be named.
"I think violence only brings catastrophe," Barzani said when asked about efforts to mediate between Turkey and the PKK.
"I cannot call it a mediating role, but both sides know our view very clearly ... We only see a peaceful solution to this and the moment there is a need to follow a peaceful approach then we are ready to do whatever we can," he said in a recent interview.
"Turkey is the key alliance for us, politically and economically," said the second government official. "It is a strategic alliance for us, mutually beneficial for both sides."

Apple iPhone 4S (Verizon Wireless)
Apple just reported all-time record iPhone, iPad, and Mac sales. Surely the availability of the iPhone 4S on AT&T, Sprint, and Verizon had something to do with that. But of those three carriers, how does Verizon's phone?stack up?
Well, if you're looking for speed, AT&T's model?($199.99-$849.99, 4 stars) is the best of the three, thanks to its support for simultaneous voice and data, as well as faster 3G speeds via the carrier's HSPA+ 14.4 network. But Verizon's version is no schlub, and is definitely the carrier's best iPhone yet. So why are we rating it lower on Verizon than on Sprint? Because Verizon is making a much more aggressive push towards 4G LTE than Sprint is, and the iPhone 4S is not a 4G phone.?
Cellular Radio and Call Quality
See our review of the?iPhone 4S on Sprint?($199.99 - $849.99, 4.5 stars) for a detailed look at the phone's hardware, software, and new features. Here we're going to focus on how the phone performs on Verizon's network.
RF reception on the 4S is good, and on par with other top Verizon phones.?Call quality on is very good too. Voices sound loud, full, and clear in the phone's earpiece. Calls made with the phone can sound a bit thin, but still sharp and natural, with excellent background noise cancellation. Transmissions through the speakerphone are also clear, and fine for indoor use, but not loud enough to use outdoors.
The 4S switches between its top and bottom antennas depending on which one is receiving better signal, which means it'll ignore whichever one you're covering with your hands. This design solves the "death grip" problem on previous iPhone models. By holding the phone in a strange, two-handed grip I was able to lower data speeds, but it wasn't significant, and it wasn't the kind of grip anyone would ever use to hold or talk on a phone.
The iPhone 4S also delivers on Apple's promise of longer battery life. I got 9 hours, 22 minutes of talk time with a strong 3G signal in my tests.
Data Speeds and Conclusions
Judging from the results we collected last year in our testing for the Fastest Mobile Networks,?Verizon's LTE network is the fastest, largest 4G network in the U.S. Unfortunately, the iPhone 4S is a 3G device, so it isn't able to tap into those exceptional speeds. So if you're looking for the fastest iPhone 4S there is, you should head to AT&T, where the phone runs on the carrier's speedier HSPA+ 14.4 3G network. And if you're on Verizon and want the fastest data you can get, you should look at an LTE-enabled Android phone.
In my tests, the 4S on AT&T beat the same model on Verizon significantly for download speeds, though not for uploads. The AT&T device averaged 1.8Mbps down and 0.6Mbps up, while the Verizon phone averaged a much lower .4Mbps down, but a higher 0.9Mbps up. In general, though, you can expect speeds to be higher 3G speeds on AT&T all around. The 4S is also capable of simultaneous voice and data on AT&T, which is unavailable on 3G phones on Sprint and Verizon.
While the iPhone on Verizon is technically slower than it is on AT&T, it still feels plenty fast in normal, everyday use. Apple has done an excellent job of balancing software and hardware for incredible Web speeds that never feel slow, regardless of network.
My main complaint is that the 4S doesn't take advantage of Verizon's 4G LTE network. This would've been more understandable a year ago, when the network was still emerging. But Verizon's 4G is now available in 194 cities, covering 200 million subscribers. The carrier expects to cover two-thirds of the U.S. population by mid-year, and to cover its entire existing nationwide 3G footprint with LTE by the end of 2013. Not only that, but Verizon already has more than 10 LTE devices to choose from, all of which have demonstrated excellent network speeds in our tests.
Take the Samsung Galaxy Nexus?($299.99, 4 stars), for example. In the same series of tests against the iPhone 4S on AT&T and Verizon, it averaged 4.8Mbps for downloads and 3.7Mbps for uploads, which is a significant step up from either iPhone. And those numbers are lower than what we usually see on Verizon's LTE network.
Another thing to consider is data usage. Sprint is the only carrier to offer the iPhone 4S with unlimited data (unless you were grandfathered in with an earlier plan on AT&T or Verizon). So if you use a considerable amount of data, you may want to give Sprint a look.
Although the cell phone life cycle is decreasing at a rapid clip, two-year service contracts aren't getting any shorter. So when you buy a new phone, it's nice to know that you're buying into the future. While the iPhone 4S is an excellent handset, and is going to make many Verizon users very happy, it isn't going to have much staying power once Apple decides to go 4G.
If you aren't too concerned about network speeds and you want an iPhone on Verizon, then get the iPhone 4S; it's the best one yet. But if you're looking for the fastest, most powerful smartphone the carrier offers right now, you should be looking for a 4G LTE device like the Motorola Droid RAZR Maxx?($299.99, 4.5 stars).

Breast cancer charity ends Planned Parenthood funding (Reuters)
(Reuters) ? Planned Parenthood said on Tuesday that the leading U.S. breast-cancer charity would no longer provide new funding to the group, which performs abortions and other services at clinics around the country.
In a statement, Planned Parenthood said the Susan G. Komen Foundation had "succumbed to political pressure" from anti-abortion groups in cutting the funding.
Komen had begun notifying local Planned Parenthood affiliates that their breast cancer prevention programs will no longer be eligible for new grants from the charity, it said.
Planned Parenthood said Komen had not responded to requests to meet and talk about the decision to cut the funding, which it said had helped thousands of women in rural and underserved communities get breast health education, screenings, and mammogram referrals.
But it said the Komen Foundation had been "repeatedly threatened" in recent years by anti-abortion groups upset with its affiliation with Planned Parenthood.
The Komen Foundation, best-known for the Race for the Cure fundraisers it sponsors around the country each year, did not immediately respond to a request for comment from Reuters.
The foundation said it raised more than $1.9 billion for breast cancer research and programs and has affiliates in more than 100 U.S. cities and 50 countries. Its symbol - the pink ribbon - is widely recognized.
Planned Parenthood said Komen's funding had helped pay for 170,000 of the more than 4 million clinical breast exams the group had performed over the past five years, as well as more than 6,400 of the 70,000 mammogram referrals it has made during that time.
Planned Parenthood has come under attack by lawmakers in several states over the past year, including North Carolina, Indiana and Kansas, who have attempted to block any government funding of the group.
In Kansas, county prosecutors outside Kansas City are pressing criminal charges against Planned Parenthood, alleging the group failed to maintain required paperwork related to the abortions it provided.
Under current law, Planned Parenthood cannot use federal funds to provide abortions though it receives federal money to provide family aid to low-income women.
